What’s Apples strategy regarding watch faces?

I look at the current watch faces and I would say a handful are acceptable.

Why don’t they allow app store to sell faces? Surely there is a market and they’ll make money from it?

I don’t understand the market strategy of releasing a random watch face here and there and having it locked.

Ps. I’d love to meet a person using artist as a daily watch face.
